Bills Introduced For Oregon’s 2013 Legislative Session

The legislative counsel for the Oregon Legislature has prepared  a few bills and constitutional amendments for Common Ground OR-WA that would shift the property tax off improvements, onto locations, and disburse surplus public revenue to the public in general.

Land Value Tax Task Force Bill – House Bill 2509 – Establishes Task Force on Land Value Taxation to compare methods of property taxation.

Constitutional Amendment – House Joint Resolution 22 – Proposes amendment to Oregon Constitution to allow local option land value ad valorem property taxes outside certain limitations.

Constitutional Amendment – House Joint Resolution 23 – Proposes amendment to Oregon Constitution to allow local taxing districts to adopt land value taxation system that taxes land at one rate and all other property at lesser rate.
